<p style="white-space: normal;" class="title">一、概述</p>
<p style="white-space: normal;"> </p>
<p style="white-space: normal;">1.1 爲了加強對直播視頻業務管理，給用戶提供一個健康和諧的才藝展示與欣賞平台，制訂本辦法。</p>
<p style="white-space: normal;">1.2 本辦法所指的視頻直播包含軟件上的所有視頻業務。</p>
<p style="white-space: normal;">1.3 直播開播需要上傳有效確認的身份證信息。</p>
<p style="white-space: normal;">1.4 主播需要完成手機號注冊，不得以Facebook， Twitter，Google等窗口直接登陸。</p>
<p style="white-space: normal;"> </p>
<p style="white-space: normal;" class="title">二、視頻直播間違規定義</p>
<p style="white-space: normal;"> </p>
<p style="white-space: normal;">2.1.1 主播必須遵守以下規定，否則將受到處罰，違規的情節嚴重程度是官方依據違規意圖、違規時間和違規主體等客觀因素來進行綜合評定的。</p>
<p style="white-space: normal;">2.1.2 主播有義務保證直播環境健康有序，主播需對直播間中的房間信息等所有內容負責，若以上部分有違規行爲，官方將依據違規情況，處罰違規者的同時，連帶處罰主播。</p>
<p style="white-space: normal;">2.2.1 嚴禁進行反黨反政府或帶有侮辱诋毀黨和國家的行爲，例如：</p>
<p style="white-space: normal;">（1）違反憲法確定的基本原則的；</p>
<p style="white-space: normal;">（2）危害國家安全，泄露國家秘密，顛覆國家政權，破壞國家統一的；</p>
<p style="white-space: normal;">（3）損害國家榮譽和利益的；</p>
<p style="white-space: normal;">（4）煽動民族仇恨、民族歧視、破壞民族團結的；</p>
<p style="white-space: normal;">（5）破壞國家宗教政策，宣揚邪教和封建迷信的；</p>
<p style="white-space: normal;">（6）散布謠言，擾亂社會秩序，破壞社會穩定的；</p>
<p style="white-space: normal;">（7）散布暴力、恐怖或者教唆犯罪的；</p>
<p style="white-space: normal;">（8）煽動非法集會、結社、遊行、示威、聚衆擾亂社會秩序的；</p>
<p style="white-space: normal;">（9）其他可能引起或已經引起不良影響的政治話題。</p>
<p style="white-space: normal;">2.2.2 嚴禁直播違反國家法律法規的內容，例如：</p>
<p style="white-space: normal;">（1）展示毒品樣品、表演及傳播毒品吸食或注射方式、講解毒品制作過程等一切與毒品相關的內容位；</p>
<p style="white-space: normal;">（2）組織、宣傳、誘導用戶加入傳銷（或有傳銷嫌疑）的機構；</p>
<p style="white-space: normal;">（3）與賭博或涉嫌賭博有關的任何活動；</p>
<p style="white-space: normal;">（4）播放自己或他人的腐朽、低級趣味活動，如享受不道德的、腐朽的消費等；</p>
<p style="white-space: normal;">（5）其它低俗涉黃行爲；</p>
<p style="white-space: normal;">2.2.3 嚴禁進行威脅生命健康，或利用槍支、刀具表演，例如：</p>
<p style="white-space: normal;">（1）使用刀具、仿真刀具、槍支、仿真槍支、表演具有高度危險性的節目等；</p>
<p style="white-space: normal;">（2）表演危害他人人身安全的內容。如：毆打他人、威脅他人等；</p>
<p style="white-space: normal;">（3）表演危害自身安全的內容。如自殘自殺等；</p>
<p style="white-space: normal;">（4）表演危害動物生命健康的內容。如虐待小動物等；</p>
<p style="white-space: normal;">（5）其他威脅生命健康的表演。</p>
<p style="white-space: normal;">2.2.4 嚴禁侵犯他人合法權益，例如：</p>
<p style="white-space: normal;">（1）禁止抹黑、诋毀攻擊他人，或挑起事端，及泄露他人隱私等，例如：</p>
<p style="white-space: normal;"> a. 不得侵犯、泄露他人隱私，不得討論他人是非或鼓動遊客討論他人是非，挑起事端；不得未經當事人同意，曝光他人感情史，公開他人姓名、住址、電話等個人資料及其他隱私信息；</p>
<p style="white-space: normal;"> b. 不得有诋毀他人、謾罵攻擊行爲（包括隱晦性，不指名道姓诋毀、攻擊他人）；</p>
<p style="white-space: normal;"> c. 不得轉播給他人造成損害的所有不實報道；</p>
<p style="white-space: normal;"> d. 不得以任何形式挑起公會、個人之間的惡性爭端；</p>
<p style="white-space: normal;"> e. 管理需及時制止遊客的诋毀、抹黑等行爲，若未及時制止，主播將受連帶處罰。</p>
<p style="white-space: normal;">（2）危及公衆利益，未經當事人同意，禁止進行任何形式的采訪、與公衆進行互動及其他隱私信息；</p>
<p style="white-space: normal;">（3）使用文字、語音、圖片等任何形式宣傳其他同類型語音、視頻平台；</p>
<p style="white-space: normal;">（4）播放未經授權的影視作品；</p> <p style="white-space: normal;">（5）進行其他侵害他人合法權益的行爲；</p>
<p style="white-space: normal;">（6）冒充媒體、電視台、記者等名義進行直播活動；</p>
<p style="white-space: normal;">（7）發布廣告信息：包括所有違反國家法律及本直播相關管理規則的信息。如：賭博類、博彩類、刷橙鑽、買賣橙鑽等、成人用品類、槍支、軍刀、弓弩類、成人影視類、雲盤類廣告、性用品、保健品類、香煙廣告、非法性藥品廣告和性病治療廣告等相關內容。</p>
<p style="white-space: normal;">2.2.5 嚴禁以任何形式表演帶有色情、涉黃擦邊、引起他人性欲、低級趣味的內容，例如：</p>
<p style="white-space: normal;">（1）通過各種方式展示或隱晦展示具有性特征的身體敏感部位，例如：</p>
<p style="white-space: normal;"> a. 將鏡頭刻意聚焦性敏感部位；</p>
<p style="white-space: normal;"> b. 進行帶有性暗示的撫摸、拉扯等動作；</p>
<p style="white-space: normal;"> c. 使用性用品（或容易聯想到性用品的其他物品）作爲表演道具；</p>
<p style="white-space: normal;"> d. 其他性暗示行爲。</p>
<p style="white-space: normal;">（2）傳播具有性行爲、性挑逗或性侮辱內容的任何信息，例如：</p>
<p style="white-space: normal;"> a. 傳播侵犯他人隱私的走光、偷拍、漏點等信息</p>
<p style="white-space: normal;"> b. 傳播招嫖、一夜情、換妻、性虐待等的有害信息；</p>
<p style="white-space: normal;"> c. 傳播情色遊戲、動漫；</p>
<p style="white-space: normal;"> d. 傳播淫穢、低俗網站；</p>
<p style="white-space: normal;"> e. 傳播涉黃、帶有性挑逗的圖片、言論、歌曲、文字、視頻、聲音等內容。</p>
<p style="white-space: normal;">2.2.6 其他規範要求：</p>
<p style="white-space: normal;">（1）嚴禁以低俗、暴露、帶有明顯性暗示的妝容進行直播，例如：</p>
<p style="white-space: normal;"> a. 男性赤裸上身；</p>
<p style="white-space: normal;"> b. 女性穿著過于暴露，如露出胸部、臀部、內衣物等敏感部位；</p>
<p style="white-space: normal;"> c. 穿著情趣制服、情趣內衣、暴露裝、透視裝、肉色緊身衣、內衣外穿等；</p>
<p style="white-space: normal;"> d. 穿著帶有中華人民共和國（包含港澳台）國家機關人員、軍隊的工作制服進行娛樂性質直播；</p>
<p style="white-space: normal;"> e. 其他不雅妝容。</p>
<p style="white-space: normal;">（2）嚴禁在直播鏡頭前公然抽煙；</p>
<p style="white-space: normal;">（3）不允許地域攻擊；</p>
<p style="white-space: normal;">（4）嚴禁惡意發布及傳播幹擾平台用戶的低質、低俗內容，包括但不限于：</p>
<p style="white-space: normal;"> a. 黑屏挂機；</p>
<p style="white-space: normal;"> b. 長時間定格同一或相似畫面。</p>
<p style="white-space: normal;">（5）嚴禁進行其他類涉政、涉黃、違法、侵權、或威脅生命健康等其他類型違反直播相關秩序規範的表演。</p>
<p style="white-space: normal;"> </p>
<p style="white-space: normal;" class="title">三、處罰措施的分類說明</p>
<p style="white-space: normal;"> </p>
<p style="white-space: normal;">3.1 若主播出現違規行爲，一經認定，視情節嚴重程度進行處罰。分爲：</p>
<p style="white-space: normal;">嚴重違規（I 類違規）：如觸犯政治底線，違反國家法律，危害生命安全，情色內容或者其他情節嚴重的行爲；</p>
<p style="white-space: normal;">一般違規（II 類違規）：如宣傳競爭平台、廣告、著裝妝容不雅、低質內容或其他一般的違規行爲；</p>
<p style="white-space: normal;">輕微違規（III 類違規）：如吸煙、涉及版權，高危動作等或其他的情節比較輕微的違規行爲頭像違規：頭像涉及直播間違規定義的判定爲違規。</p>
<p style="white-space: normal;">3.2 違規處罰分類</p>
<p style="white-space: normal;">3.2.1I 類違規處罰：</p>
<p style="white-space: normal;">針對帳號：1 次嚴重違規（I 類違規）永久封禁帳號；</p>
<p style="white-space: normal;">3.2.2II 類違規處罰：根據累計違規次數，進行以下處理：</p>
<p style="white-space: normal;">累計1 次，停止直播，6 小時內不能直播；</p>
<p style="white-space: normal;">累計2 次，禁止直播12 小時；</p>
<p style="white-space: normal;">累計3 次以上，禁止直播24 小時；</p>
<p style="white-space: normal;">3.2.3 頭像違規處罰： 刪除違規頭像並恢複默認頭像。</p>

<p style="white-space: normal;" class="title">四、備注</p>
<p style="white-space: normal;"> </p>
<p style="white-space: normal;">4.1 本管理辦法最終解釋權歸本公司所有，本公司有權對本辦法進行修改並公示。</p>
